3.Create strong and beautiful Japan and make a contribution to the world.
1) Education
(Current Issues)
Because the people of Japan lost their pride and self-confidence in their nation's history under the postwar occupation policy, much of the nation's spirit has been lost. The people of Japan have thus been unable to sustain the prosperity that built thanks to the wisdom of their antecedents.
(Specific solutions)
Of all the things that decide the future of the nation, education is the most critical. To raise the kind of people who can be entrusted with the nation's future, the Fundamental Law of Education should be amended, bringing reform to an educational system that focuses on cramming knowledge. We will be resolute in bringing drastic reforms to the educational system, including the introduction of boarding school-type education and a change in the school education system (from the current system of six years at elementary school, three years at junior high school and three years at high school to six years for primary education and six years for higher education). We will reintroduce the people of Japan to traditional Japanese culture and give them a better understanding of religion and people, through education in the humanities that is designed to revive the Japanese pride and spirit.
2) Security
(Current Issues)
Despite being exposed to a missile threat from North Korea, Japan has introduced no national defense initiatives designed to protect its people and property, but has instead been content to rely on the United States.
(Specific Solutions)
Under the Japan-U.S. Security Arrangements, and in deliberation with the United States, Japan should rapidly equip itself with a system that intercepts North Korea's "Nodon" missile, employing a supplementary budget. Japan should also bolster defense awareness and establish a system for national defense.
3) Diplomacy
(Current Issues)
Failing to think as an independent nation, Japan does not properly consider its national interests in its security and external economic policies. Rather than conveying the right message to other nations, it relies on compromise diplomacy and concession.
(Specific Solutions)
While retaining its commitment to international cooperation, our government will insist on preserving Japan's national interests.
We'll also introduce reform to the Ministry of Foreign Affairs, and instead of compartmentalized diplomacy that merely sets the venue for negotiations, we'll restore the Ministry's authority to conduct total diplomacy to improve Japan's position in international society. The meaning of friendly relations among nations should be to acknowledge minor differences in opinion while considering larger common interests. While concessions may be required in the pursuit of shared interests, careful deliberation will take place first. With respect to North Korea, Japan should ensure that it is equipped with its own system of defense. If North Korea does not accept Japanese demands, then an economic embargo may be one option.
I will also seek to implement other initiatives, including the following: Amend the Constitution as quickly as possible; Improve the stability of the social security system, including a review of the medical insurance program and the elderly health care system and reduction in co-payments; Reform the taxation system; Promote information technology.
4) Public Order
(Current Issues)
The number of criminal convictions is declining and the nation lacks an appropriate system for dealing with complex crimes. Moreover, there has been no real crackdown on crimes committed by foreigners.
(Specific Solutions)
We will develop a system that addresses both international and complex crimes, and a system that cracks down on crimes committed by foreigners. We'll also introduce a mechanism by which prefectural police departments and police stations are in strong competition.
Our policies will not only improve social capital and the living environment; they will also bring dramatic reform to urban and rural areas. The result will be an expansive living environment in which urban life coexists with rural life and traditional culture is preserved.
As a consequence, a society that harmoniously integrates the arts, culture and industry will be created, and Japan will become a nation whose people can enjoy an affluent and robust life with a strong sense of security.
